In the 1920s, the new Vosstanist led a sweeping administrative reorganization campaign. Most viceroyalties, and other similar autonomies of the Russian Empire were transformed into autonomous national republics (ANR), internal nation-states dependent on the central administration. The classification of sister republic was establised in 1929 for [[Ainu Mosir]] in order to categorize nominally sovereign states semi-dependent on Russia. However, the term 'sister republic' is loosely defined, and is used in a range of contexts by national republican entities across the world.
