The organisation's roots come from a series of bilateral agreements signed by Puerto Rico and Spain as part of independence talks, intended to increase economic and cultural cooperation between the two states.
The provisional governments and assemblies set up to prepare the colonies for independence expressed interest in entering such a pact with Spain. As a result, the Spanish Republic revisited and reworked the guidelines and terms on their agreement with Puerto Rico, to be more inclusive to the other colonies.
A final framework for an intergovernmental organisation was drafted by representatives of the colonies and the Spanish Republic, which would be ratified in 1932, giving birth to ''La Hispanidad''.
